The starting point: defining the certificate correctly
A certificate of competency (CoC) and a certificate of proficiency (CoP) have different uses. For each type of certificate, the maritime Administration must have a defined training basis, seagoing service record, assessment method, legal basis and issuing procedure. The issuing system is not just an administrative tool; it is part of the international credibility of the seafarer training system.
The boundary between issue and recognition
Regulation I/10 of the STCW Convention concerns the recognition of certificates issued by other States. Recognition must not be confused with original issue or with a simple translation of a document. The flag State must obtain the necessary assurance about the other State’s system under the prescribed conditions and issue valid endorsements attesting recognition. Attention must also be paid to the requirements for verifying authenticity and preventing fraud.
What does the quality system control?
Under Regulation I/8, the quality standards system and independent evaluation are especially important. Quality is not limited to an auditor’s presence in the classroom; it must show that the process of training and assessing competence is traceable through to issue, complaints, suspension or revalidation of the document. Examples of management indicators are issuing time, error rate, the number of failed authenticity checks and the closure of independent evaluation findings.
An operational model
Design a process matrix: application → eligibility check → document verification → assessment → approval → issue → verification → record keeping. For each stage define decision rights, a two-step check at sensitive points and accountability. Changes in regulations must be applied to forms, systems and instructions at the same time.
Practical checklist
- Separate the CoC, the CoP and the endorsement attesting recognition
- Define authenticity checks at every sensitive point
- Document the independent evaluation under I/8
- Monitor error and delay indicators in issuing certificates
Frequently asked questions
Does IMO issue CoCs directly?
