Maritime Digitalization & Single Window Governance
A maritime single window is not just software; it is an agreement between agencies about data and responsibility.
- 8 ساعات
- 4 120-minute sessions
- Persian or English · in person or online
The management problem
Parallel systems, repeated data entry and no governance across the port, customs and other agencies.
Audience: Maritime administrations, ports and digital transformation managers
Course aim: Design a data governance map and an organisational plan for implementing a maritime single window
Key questions
- How does a maritime single window differ from a port community system and a customs single window?
- Who owns the data and who manages exchange between agencies?
- Which criteria show that the MSW has been delivered?
Measurable learning outcomes
By the end of the course, participants will be able to:
- Analyse the scope of the MSW and the FAL requirements at organisational level
- Design a matrix of agencies' responsibilities and data exchange
- Write a governance roadmap for digitalisation and cyber risk control

E01-S03 · 2 hours
Cyber security from a governance perspective
Board decisions and the separate role of technical security specialists
Assessed output: A governance risk register for security
E01-S04 · 2 hours
A digitalisation roadmap
Service priorities, acceptance criteria, indicators and change management
Assessed output: An MSW implementation roadmap
Core scenario (fictional, for training only)
A fictional port has six separate portals for ship arrival information, and the same data is entered several times. Groups must propose a governance design for a single point of data entry and exchange between agencies.
Final project
An MSW governance canvas
Criteria: precise identification of the problem and sources, clear reasoning, organisational accountability, prioritised actions, stated limitations and readiness for presentation to a decision-maker.
Method and assessment
Designing the data flow, a responsibility matrix and a maritime single window roadmap. Interactive teaching, case analysis, group work and trainer feedback.
Short test 20%, session exercises 40% and final project 40%. The suggested criterion for an internal certificate of completion is at least 80% attendance and a score of 70 out of 100; this is not an official IMO or STCW standard.
Official sources
The FAL amendments on the MSW have been in force since 1 January 2024. Determining the obligation and its enforcement for a particular State requires checking its membership and national law.
