Board Briefing on Maritime Decarbonization Regulation

In maritime climate regulation, the difference between approval, final adoption and entry into force is the basis of investment decisions.

  • 6 hours
  • 3 120-minute sessions
  • Persian or English · in person or online

The management problem

Decisions based on unfinished drafts, or regional rules wrongly generalised.

Audience: Boards, chief executives, compliance managers and policymakers

Course aim: Separate adopted policy from proposals under negotiation and prioritise risk

Key questions

  • Which climate obligations are binding now, and which are strategies or proposals?
  • What exposure do the EU ETS and FuelEU Maritime create for operations?
  • How should a board decide in the face of uncertainty over the IMO Net-Zero Framework?

Measurable learning outcomes

By the end of the course, participants will be able to:

  1. Place the legal status and dates of climate instruments on a timeline
  2. Prepare a matrix of the organisation's exposure to global and regional rules
  3. Weigh three scenarios and no-regret actions in a decision brief

Sessions

  1. C08-S01 · 2 hours

The map of maritime climate regulation

MARPOL Annex VI, the 2023 IMO Strategy and the difference between targets and requirements

Assessed output: A timeline showing legal status

  2. C08-S02 · 2 hours

    Regional regulation and its scope

EU ETS for shipping and FuelEU Maritime; effects on contracts and operations

Assessed output: An exposure matrix for the organisation

  3. C08-S03 · 2 hours

    Board decision scenarios

The uncertain status of the IMO Net-Zero Framework, three scenarios and no-regret actions

Assessed output: A two-page decision note

Core scenario (fictional, for training only)

A fictional shipping company must decide on fleet renewal and a fuel supply contract. Three regulatory scenarios with different degrees of uncertainty are examined.

Final project

A decision brief on three regulatory scenarios

Criteria: precise identification of the problem and sources, clear reasoning, organisational accountability, prioritised actions, stated limitations and readiness for presentation to a decision-maker.

Method and assessment

An EU ETS and FuelEU scope matrix, three scenarios and a board decision note. Interactive teaching, case analysis, group work and trainer feedback.

Short test 20%, session exercises 40% and final project 40%. The suggested criterion for an internal certificate of completion is at least 80% attendance and a score of 70 out of 100; this is not an official IMO or STCW standard.

Official sources

As of 25 October 2026, the IMO Net-Zero Framework is not presented as finally adopted or in force. The state of negotiations must be checked again before publication or delivery.
