The management problem

Gaps in issuing and verifying certificates, in training centre quality assurance and in the boundary between STCW and MLC.

Audience: Maritime administrations, training centres and maritime human resources managers

Course aim: Analyse the requirements for administering certificates and assuring the quality of seafarer training

Key questions

  • What different legal standing do Parts A and B of the STCW Code have?
  • How are certificate issue, recognition and verification controlled?
  • What role does the MLC play alongside STCW?

Measurable learning outcomes

By the end of the course, participants will be able to:

  1. Separate the structure of STCW requirements and the competent authority
  2. Identify risks in a certification system and assess the quality of a training centre
  3. Propose a plan to reform the quality system and monitor performance

Core scenario (fictional, for training only)

The fictional training centre Daryadan faces complaints about training quality, weak assessment records and delays in verifying certificates.

Final project

A compliance matrix and plan to improve the quality system

Criteria: precise identification of the problem and sources, clear reasoning, organisational accountability, prioritised actions, stated limitations and readiness for presentation to a decision-maker.

Method and assessment

Analysis of the quality system and certificate cycle, and a workshop assessing a training centre. Interactive teaching, case analysis, group work and trainer feedback.

Short test 20%, session exercises 40% and final project 40%. The suggested criterion for an internal certificate of completion is at least 80% attendance and a score of 70 out of 100; this is not an official IMO or STCW standard.
