From IMO Regulation to National Implementation

International obligations only take effect once they are translated into national responsibility and action.

  • 12 horas
  • 6 120-minute sessions
  • Persian or English · in person or online

The management problem

The gap between acceding to IMO instruments and the processes, powers and evidence of national implementation.

Audience: Policymakers and managers in maritime administrations, and inspectors working at policy level

Course aim: Assess the implementation gap for an international obligation and propose a roadmap

Key questions

  • At which layer does the gap between international obligation and national implementation appear?
  • How are the roles of flag, coastal and port State documented?
  • Which gaps must be closed in the first 90 days?

Measurable learning outcomes

By the end of the course, participants will be able to:

  1. List the applicable obligations, specifying the version and scope
  2. Assess gaps in law, process, organisational capacity and oversight on the basis of evidence
  3. Prepare a time-bound roadmap and RACI matrix

Core scenario (fictional, for training only)

A fictional maritime administration has scattered laws, inconsistent inspection processes and unclear allocation of responsibility. Groups must classify the evidence and prepare a reform package to present to management.

Final project

A gap assessment matrix and implementation roadmap

Criteria: precise identification of the problem and sources, clear reasoning, organisational accountability, prioritised actions, stated limitations and readiness for presentation to a decision-maker.

Method and assessment

A III Code workshop, institutional diagnosis and the design of a RACI and reform roadmap. Interactive teaching, case analysis, group work and trainer feedback.

Short test 20%, session exercises 40% and final project 40%. The suggested criterion for an internal certificate of completion is at least 80% attendance and a score of 70 out of 100; this is not an official IMO or STCW standard.

Official sources

The III Code and the IMSAS audit scheme must be considered in light of the binding instruments that apply to each State. The course is not an official IMO audit.
