Understanding the IMO Regulatory System for Executives
When a maritime requirement comes up, a manager needs to know exactly which instrument and which authority it rests on.
- 8 часов
- 4 120-minute sessions
- Persian or English · in person or online
The management problem
Confusion about the competence of IMO, ILO and national authorities, and mixing binding requirements with guidance.
Audience: Leaders of maritime administrations, ports and shipping companies, and senior managers without a legal background
Course aim: Map regulatory decision-making and separate the responsibilities of international and national bodies
Key questions
- How do we distinguish the roles of IMO, ILO and the Member State?
- Is every IMO resolution or guideline binding on our organisation?
- How do we report a regulatory change to the board as a short decision?
Measurable learning outcomes
By the end of the course, participants will be able to:
- Identify the correct authority and instrument for three organisational issues
- Classify, with reasons, whether an instrument is binding and whom it covers
- Prepare a one-page map of issue, source, national owner and proposed action

Core scenario (fictional, for training only)
The maritime administration of the fictional State of Aban receives three letters at once: on seafarer certificates, the maritime single window and crew working conditions. Participants must identify the authority, the instrument and the national decision point for each.
Final project
A one-page map of regulatory sources and management decisions
Criteria: precise identification of the problem and sources, clear reasoning, organisational accountability, prioritised actions, stated limitations and readiness for presentation to a decision-maker.
Method and assessment
Analysis of three management problems, classification of instruments and a regulatory report to the board. Interactive teaching, case analysis, group work and trainer feedback.
Short test 20%, session exercises 40% and final project 40%. The suggested criterion for an internal certificate of completion is at least 80% attendance and a score of 70 out of 100; this is not an official IMO or STCW standard.
Official sources
The course builds regulatory literacy for managers. Its analysis does not replace a State's official legal interpretation or the competence of a certifying authority.
